Albert is a practising barrister and a Greater Bay Area lawyer.

He has a keen interest in crime reduction and prevention both professionally and academically. He holds a bachelor and master degree in laws, and two other master degrees in criminology awarded by the University of Hong Kong and the University of Cambridge. He was awarded a master degree by the Hong Kong University of Science and Technology in technology management. In 2017, he obtained a PhD in Criminal Law from the Beijing Normal University.

He is a Certified Fraud Examiner of the Association of Certified Fraud Examiners in the USA, and a member of the Chartered Institute of Linguists in the United Kingdom.

As a practising barrister, one of his specialisations is Customs and related matters, particularly intellectual property crime and unfair trade practices where he dedicated over 10 years of his career in Customs to these areas of law enforcement.  Being a Certified Fraud Examiner, he has extensive experiences in areas of fraud, financial crime, bribery, corruption, money laundering and forfeiture of assets.  

He is a member of the Advisory Group of Guangdong-Hong Kong-Macao Greater Bay Area Lawyers of the Hong Kong Department of Justice. He is a current member of Mainland Affairs Committee, and the Committee on Criminal Law and Procedure of the Hong Kong Bar Association.

In the Mainland, he is Arbitrator of the Zhuhai International Arbitration Centre; Arbitrator of the Hainan International Arbitration Court; Deputy Director, Cross Boundary Disputes Committee, Guangdong Lawyers Association; and Hearing officer of the People’s Procuratorate, Guangdong-Macao In-Depth Cooperation Zone in Hengqin, Zhuhai.

Before practising at the Bar, Albert was the Assistant Commissioner of the Customs and Excise Department in charge of all the investigations and intelligence work of the Department.  During his time in Customs, he had been seconded to the then Trade and Industry Bureau and worked as Assistant Secretary for Trade and Industry, responsible in the formulation of policy in intellectual property including patents, trademarks and registered designs.

Between August and December 2005, he was engaged in organizing the World Trade Organization 6th Ministerial Conference in Hong Kong. In 2010, he organized the 2010 International Law Enforcement Intellectual Property Crime Conference with INTERPOL in Hong Kong.

Academically, Albert is an Adjunct Professor in Criminology of the Hong Kong Metropolitan University. He also conducts social research and publishes academic papers in collaboration with the Department of Applied Social Sciences, the Hong Kong Polytechnic University in current crime issues.

He was awarded a Certificate of Merit by the World Customs Organization, and a Customs Meritorious Service Medal by the Chief Executive of the Government of the Hong Kong Special Administrative Region.
